I recently brought one of these lights. I set the on off time but for some reason the light does not come on or turns off at the times I set
 
Doesn't matter what you do on it, the LAST thing you do is press the resume button.

Example--lets say the light is on the daylight setting( in it's cycle) but you want to change the moonlight setting. You press the moonlight setting ,the light will now change to the colors set for moonlight. You have the moonlight set for 1% blue and nothing else and want to change it to 4%. So you press the blue up buttom until it says 4. You now push and hold the moonlight button for 5 seconds and the loop screen will display E1(I think). That means that the moonlight is now set to 4%. What you should do now is press the resume button and it will resume where it was when you began--daylight. But if you press the daylight button to get back to daylight the light will go back to daylight and stay on daylight forever( 24 /7) until you press the resume button.

PS this light beat the crap out of me when I first got it---but I won in the end.

Once I get the light to turn on and off at the set times, I can move onto the next obstacle

Why does it matter if the moon lights is at 1 or 4 percent?

Correct. You can NOT change the amount/lenght of the ramp up or down time, it's preset. You can change the intensity of the light, that's the sunrise/sun set button. I have mine set at 85% blue, 10% white and 0% green and red. So when the light comes on in the morning for the first 15 minutes it "ramps up" to those settings. At the end of those 15 minutes the light is at 85% blue and 10% white (my settings)where it stays for 45 minutes. Then it "ramps up" for 15 minutes to the daylight settings(mine are 100% blue,30% white, 5% red and green) where it stays until 1 hour before the time you set for it to turn off. At 1 hour before your set turn off time the lights "ramp down" for 15 minutes to the preset setting of the sunrise/sunset button and stay there for 45 minutes then "ramp down" for 15 minutes the to the moonlight setting(in my case 4% blue and no other colors). The moon light stays on for 6 hours(you can not change the lenght of that time). At the end of that 6 hours the light shuts off and stays off until it starts the cycle again the next morning. I have mine set to turn on at 8:00 AM and shut off at 7:00 PM (19:00)--My moonlight turns off at 01:30 AM.
