Monitoring is OK if you want. I would not try and control with it. It will alert when something is wrong by a change in the normal values for the tank. Don't go by it alone as a indicator though. I would think that your pH would be affected more than ORP by a CO2 scrubber on your skimmer.
Yep there is another recent thread discussing the same thing. It will go down if something is amiss, I described it as "a canary in the coal mine". Don't try to chase a specific number unless you are a very advanced aquarist and are dosing ozone
CO2 scrubbing will have little effect on ORP, you don't have to monitor it specifically for that reason. Be sure to keep an eye on your pH though. Also, when you start CO2 scrubbing, it can cause an acute drop in the alkalinity level which can be problematic if it drops too far too fast.
