OSC commands not working. Help?

Hi. I have two different outputs I am trying to control.

#1 is a doser I want to run once a day for 20sec at 4:33pm. I randomly chose that time. This command is not turning the doser on. Why not?

Fallback OFF
OSC 033:00/000:20/026:40 Then ON
If Time 17:00 to 16:00 Then OFF


#2 is trickier. I want it to run for 15sec at 10pm and at 10am. I have the If TIME settings like this to give some space before the on time because in the past I was told to allow space to give the equipment time to actually switch on. But also not working. What's wrong here?

If Time 22:02 to 09:58 Then OFF

I wouldn't use the OSC commands. I'd just use a virtual outlet and a defer command.
