Isn't there a computer program I can buy? Seems like an old computer with some breakout boxes could be done for under $500. What else is there that allows more user control and some DIY? What might let me make use of all my other monitoring stuff?

Have you looked into reef pi?

The issue with an old computer is controlling solid state relay switches to turn on and off outlets. An cards to monitor ph temp.
This is not an area the computers are designed to do.
I work with industrial PLC’s which are designed to do this type of work.

If you want a basic power strip with the ability to turn off equipment and also turn off/ on outlets by a timer. Perhaps a Kasa WiFi powerstrip.
