Outdoor mixing station advice (warm climate)

So I have a 450 gallon build I am in the process of setting up and I wanted to build a setup for mixing that I pipe from outside to inside right next to my tank. The problem I am having is that I am worried about the heat since I live in phoenix. I have a chiller that I can use but I am afraid it won't be sufficient (1/4 HP) since it gets like 120 degrees here. I am also worried about plastic leaching with the heat when the containers sit outside. I was thinking about building a counterflow chiller (often used in beer) before the actual chiller that will take some of the heat out but most of the counterflow chillers are copper (which I dont think I should use) or 304 (which I am unsure about) and it will be after the RODI unit so I don't want to introduce impurites into the water. Anyone got any idea's how i can make this work (short of building a massive insulated box and cooling that)?

You could try evaporated cooling with fans since you are in dry heat. Not sure how you could make a water fall and pass air thru it. Maybe a sprinkler head sprayer

That could work but would be quite the DIY, not sure i could make that look even reasonably clean

Yeah the I think that would take a ton of power which is why I was avoiding that route but I may end up having to
