1- 1'' bulk head
11/4 pipe a 90 a cap with air line in it and some time the water goes up and down in the sump

Is the drain pipe submerged in the sump?? The flushing usually happens from either no air, bad siphon, or back pressure on the pipe...
 
Has it always been noisy or did this just start? Off the top of my head, I'd check to see if the air line is clogged.
 
Can you give us some more info on your tank and equipment (in particular your return pump)? Also, some pics would help greatly. It would make it easier to give advice.

Ok. Lets start over.

1. Is the noise in the display or in the sump?
2. Is the sump located under the stand or in a remote location?
3. Is the drain line submerged in the sump?
4. Is the noise constant or is it periodically flushing?

A picture or drawing of your drain and sump design would really help.

Not to be mean, but if you want help then you need to fuly discribe the issue with more than a few words. Pics, as mentioned above, will be the most helpfull. Take the time to answer the above questions in full sentences and thoughts and we'll do our best to help you out.
 
I answer all but any ways no pic b/c where it is if I put pic you can't see anything
 
Try this:

Add an elbow to the end of each of your two drain lines. Try to get the elbows submerged 1-2" under the water level in your sump.
This should help to create a more steady back-pressure in your drain line, evening out the flow rate, and also create a more steady suction of air into the standpipe.

Have you checked out the dursostandpipe.com site? There is some helpful information there.
