Overflow Filter Smelly Brown Stuff?

Everyday I have to clean off my overflow filter as it is covered with the smell brown stuff?
I can not find it in my tank or sump. The tank has been running for years.

Some one told me it could be a form of Cyanobacteria.
It is brown, smelly and slimy.

Can anyone ID this stuff for me, so I can figure out my next steps.

Usually from to low of a nutrient environment

Ime that when it shows up on my glass when my nitrates bottom out first warning sign I have I need to add more food

A UV light will help alot that was how I treated for it untill the rest of the tank was established and it stoped showing up
