Overflow keeps losing water

My over hang overflow I have 2 clear U shape that suck water one of them keeps flowing and the other flows then stops how do I fix this

Both sides of the overflow tubes need to be under water for this syphon style overflow to work. If your overflow water level is too low this will happen
 
I think you also need to make sure the return is pumping enough water to allow both tubes to flow. The tubes can only flow the amount of water being returned. I run a similar system but I have two overflows with a single tube each

My overflow has two hoses that dumps into my sump and flows out. Idk if I should make both hoses into one and into my sump
 
As long as your getting enough flow you may be able to let it run the way it is without hurting anything. I think the only other way would be to upgrade your return pump assuming you are running it a max flow already.
My return pump is running on high set to 7 out of 10 now its running better
