Overflow Not Skimming Surface

So, I noticed that as water flows into my overflow (it's an Aquatop Recife Eco 40g AIO), that the surface of the water is being skimmed. It appears that the surface, which has a fair bit of residue on it (from the live sand), is doing two things: It bypasses the overflow and for the bit of surface crap that goes in, it get spit right back out.

Any suggestions on a solution? Thanks!!

Perhaps move a powerhead so you get a little more surface agitation?

I do have the return pump agitating the surface. Perhaps I need to angle it up even more to actually "break" the surface up?

+1 on the power head. That happened in my tank when I moved the powerbeads. I just messed around with them until the surface water circulated properly.

Well I threw in my salt mixing power head at the surface and within a half hour it was all cleared out. Thanks for the quick and easy fix!

Are you going to add a powerhead in the future or just use the return?

I have an Ice Cap gyre in there for flow.
