Overflow/return pump volume

So I have an eshopps hang on over flow with a 1" line to my sump. My return pump has a 3/4 return.(I'm not at home for the model # currently). I can't turn my pump up more than two or three speeds increase my GPH. Do I need a dual overflow for the pump that I have or is there something that I can get it to flow out faster to the Sump? I hate to have a pump that can run up to1500 GPH but if I do Anna push the tank level up too high. It's a 75 gallon with a 20 gallon sump refugium.
 
The siphon on the HOB overflow will only move so much water. You will need a bigger one or perhaps 2. I have never run 2 so it might be a disaster waiting to happen.

Yeah I've tried to adjust my skimmer level in the DT. I've tried to slowly increase the speed of my RP. Sometimes I can get it up to just under a half way. But any more than that and especially if I do a 10-minute feed downtime the overflow can't keep up and it pushes my DT water level up too high. So I'm stuck with my return pump running at the second lowest speed most of the time.
