Overflow tube wont seal

What can i use to help seal this. I tightened the nut as much as i could. Maybe plumbers putty would be safe?

Is the gasket on the inside or the outside

The bulkhead fitting was cracked. Ordered a new one and some aquarium sealant.

When you say sealant, do you mean silicone? You may not want to use that. Reason being that once it cures, if the bulkhead is ever twisted or tweaked, it could crack, allowing water to seep out. A clean surface and a good gasket is all you need.
