My overflow was mounted significantly lower than it should. Should I bulkhead and plug it and position overflow and drill on other side or is there another solution? Also does anyone know where I can find a black bulkhead 1.5 plug

That is pretty low, but I agree this is NO emergency. No livestock is at risk. Nothing is going to die. You will lose a lot of water volume mounted that low. You can plug the bulkhead re drill in a new location. Just wont be pretty but you wont lose all that water volume.
 
It can be fixed. You remove the front box and glue a new one to the glass. It has to be deep enough to cover the bulkhead in the old hole. I measured and had one made.

I did this on a running 240.
