1 Red Firefish goby
1 watchman goby
4 nassarius snail
1 emerald crab
1 cleaner shrimp

13.5 gallon aquarium

(I haven't added fish yet, i've been cycling for a month)
 
It seems fine? I don't think I'd add any more fish, and I'd be mindful of parameters and be ready with water on hand for a few months in order to do emergency water changes.
 
Do you have a lid on the tank? In a small tank like that, a darting fish like firefish has a real chance of going carpet surfing
 
Goby for sifting sand will be OK. Up to you. At least it will move around.
Firefish can be boring.
Maybe pick your second fish to be something that moves around picking rocks and such. At least you'll see some movement
With a small tank such as yours I'd be inclined to pick a couple more active fish for viewing pleasure, and I'd lean towards utility ... ones that serve a purpose as cleaners.
As I stated, ones that pick at rocks are my choice
 
If you'd prefer a variety of fish there are a number of miniature gobies available which wouldn't add much to your bi-load
You just won't see them all the time as all the tiny ones I had would mostly hide until dinner time

What is a good "Active fish". Also, I already have a firefish (I got it last week) and I like it's calm presence.
 
Epic. I copped the firefish and I like it's calm presence. It's super chill. I named him Dilbert
Mine hides in an large empty conch shell in between meals and then pops out when I approach the tank. Once they get used to their surroundings they come out much more but are skittish fish.
