Oxygenating water

I have a question on this for both mixing new salt water and for my QT. Is a circulation pump enough to perform the task of oxygenating the water? The reef crystals box says to oxygenate the water and I had been wondering about this with my QT anyway.
 
I like to point the circulation pump a little towards the surface of the water, so it causes ripples at the top. This creates gas exchange (but will also increase evaporation.)
 
Just point it so it disturbs the surface of the water, that will promote gas exchange. If you are really worried then toss a bubbler in there and place it at a depth that it will create a "dome" on the surface of the water
 
When I used RCs I just did like @Humblefish said, point a circulation pump towards the top of the water to get it moving rapidly. I always let RCs mix overnight, takes a while to breakdown.
