And I do plan on a LPS tank and I already have an anemone but the clownfish are not hosting it, I also have white dots appearing around the tank then disappearing and I forgot to include a porcalein crab if the clownfish do not host the anemone

Sorry just need to get on my laptop, hard to type on iPhone for Info...

I’ve had one in my forty gallon breeder for a few weeks now. No trouble. She’s livin’ happy. I’ve just gone in knowing I probably will have to rehome her. I say go for it if this particular specimen is small enough.

A blue lincktia? Mine is less than a foot, I will provide pictures later

The linkia will likely eventually die in a 40g. You might want to just save your money.
Can I feed him New Life Spectrum Pellets or Hikari Mysis Shrimp? Or seachem Marine nutridiet flakes

Clownfish: Good choice
Starcki Damsel: Good choice
Yellow Watchmen Goby: Good choice get a tiger pistol if you can.

Inverts:
Urchin: Good choice, make sure you feed him when all algae seems to be gone.
Nassarius Snail: Good choice
Trochus Snails: Good choice
Blue Lincktia Sea Star: See @Tamberav 's answer sums it all up.
Brittle Sea Star: Good choice
Cleaner Shrimp (Ornamental Only): Good choice
Tiger Tail Sea Cucumber: Seems good

I think you may be able to add a few other fish if you would like.
How about,
1 of the 3: Coral Beauty, African FlameBack, Chreub Angelfish
1 of the 3 Royal Gramma, Swiss guard Basslet, Candy cane basslet.
Flame Hawkfish (Be careful with CUC)
I know there are also a few wrasses that may work.

No, the African Flameback and Cherub would be fine in smaller tanks. I mean they might but it depends on the fish.

Sorry I don't know a ton on Starfish.
