The difference should be negligible right since the extra 15w on a 48" bulb is being used to light the extra 12"?

I'd say it is safe to assume so. The lights aren't overlapping, they are extended over a greater area but the segments each cover should have the same (or close to) PAR numbers.

That's what I thought too. On paper it proves it but the brain seems to think otherwise.

This chart is fishy... For example you cannot run an ATI fixture with 3 bulbs. Not sure where it was found, but I'm calling BS on the data. No way AquaticLife has higher par than ATI as well, they don't use Miro Silver and they don't fan cool the fixture.

The PAR numbers in those charts are for the actual light fixtures, with a full complement of bulbs. The exceptions are the ATI 4 bulb fixture, which had only 3 bulbs in it, and the calculated PAR shown for one bulb for Tek and Catalina lights. That last one for the Tek lights is usable by multiplying the number of bulbs by the PAR per bulb. But, Catalina uses different shaped reflectors in various light fixtures, so the number is only good for those with similar reflectors (the one bulb Catalina lights appear to use the most different reflector shape.)
...

It's only one set of data..and 2012
