Part C needed with ESV BIonic?

Maybe there is not a simple answer to this question but I would like to know:
If I am using ESV B-Ionic, do I need to worry about Balling part C?

it wasn’t until about a year after using this product that I learned it already had minor and trace elements in the mix. It was suggested by a local store and I’ve found it to be predictable; minor adjustments are spot on. I’m also happy with the slight pH boost it provides.

Are these additional minor/trace components sufficient to account for what is lost when performing a freshwater diliution to adjust for the increase in salinity?
 
I don't believe part C is needed as they are included in parts 1 and 2
 
Also, those minor elements and trace elements (and what not) will not raise them, but rather they fix the issue you noted at the end of your post
