Is this a vermetid snail? It has spider web like mouth tentacles that are retracted in this photos. Are all the white spirals going to develop into them? Should I just dispose of the whole rock?

The orange tube looks like a vermetid snail, but the white ones are spirorbid snails, so they will not develop into the orange one.
I think having a lot of spirorbid snails signify healthy and developed tanks in general, so I don't think you should discard the whole rock.
Personally, I'm not worried about vermetid snails either, but some people are concerned that they can reproduce quickly and take over the tank. If you are worried, you can just crush the orange tube or put a blob of super glue over the opening.
