Cyano algae I'm pretty sure.

Definitely looks the color of cyano but the shape is confusing. Almost like it is growing over something else. Cyano likes to cling flat to the surface but it mats up pretty well so if anything holds it up into the water flow it will look like that. There is a thread on this site about putting the algae in a glass cup and swirling vigorously until everything is disassociate, if it is dinos they will clump back together on their own.
Also try sucking/blowing some off and see what is underneath.
