Peculiar issue...help appreciated

So I'm new to saltwater, but not to aquariums in general. Tank params are as follows :

Volume - 10 gallons
Ammonia 0
Salinity 1.025
PH 7.9
Nitrite 0
Nitrate : 7ppm - i did 50% water change but don't think it is the problem?
Temp 79
Typically using as a "quarantine" for fish/corals for my 32 cube.
Problem : my quarantine sixline wrasse has been healthy swimming and eating for the past 3 weeks and was JUST getting ready to take out of quarantine but now he's gasping, which led me to believe some parameter is off, but as tested params seem fine ( correct this noob if im wrong ).

Changes : Night before I added a TON of cuc. Like allot. Lets just say i got lazy and algae / diatoms were really out of control ( mainly due to to much light/heavy feeding trying to fatten the sixline up ).

I ball of chateo in a aquaclear HOB refugium
I was replacing a carbon sock in the HOB and forgot to add in last night - added back this morning.

Question...how would adding cuc affect water params/fish gasping? At first I considered maybe the sudden increase in waste MAYBE cause a slight ammonia spike...but nothing drastic...testing says otherwise. Adding a pic of the setup in case that helps.
