Pegging PH instead of alkalinity?

So by now I'm sure we've all heard about Chris'/ACI's talks on kalkwasser. I know there have been threads about potassium hydroxide but I'm more curious about his statements on PH vs alkalinity. If I am understanding him correctly, he claims that he is pegging PH to a fixed amount and mostly/completely ignoring alkalinity. The PH of the ocean seems relatively stable but the alkalinity drifts, or so I'm told. How much truth is there to this? Has anyone pegged their PH to a certain level and just ignored their alk? Does this work?
