Pelvic fin regrowth?

I have a lovely navarchus angel that lost one of its pelvic fins -- possibly due to fungal rot -- shortly after I got it a year and a half ago, and while it was in quarantine. The fish has done very well, but I note that the fin hasn't grown back at all. Is it possible that the fin could grow back at this point?

If it lost all the fin rays, probably not.

I actually clip trout fins for marking purposes, if most of the fin is gone it usually doesn't grow back or growth is deformed.
