so i want to dip a couple frags in peroxide to kill off some hair algae. if using 3% do i still need to dilute the water and how much would be a good amount?

yes def dilute. you can spot treat w undiluted on non coral spots.
I dilute to a 10 to 1 ratio on dips.
 
Well it's mostly zoa Frag's I want to do this with anyway, one is a favia though (not a good idea?) but I will try the 10-1 I assume with tank water correct?

+1 I had some pink zippers I experimented on. 3% dip whole thing, coral and algae, for 3 minutes. Took them about 2 months to recover.

yes.
while revive is equally effective IMO , peroxide is a much more aggressive treatment as a whole. Revive takes seral treatments as a result.
Go slow. use a tooth brush to loosen it up and smoosh(scientific eh?) the alge and let the peroxide or other into the cells
