My question is if anyone adjusts the ph of new salt water going into the tank to match the existing ph at the time of?

I personally don't worry about it. If it was over a 50% change, then possibly, but the effect should not be too large to harm anything.

No. You will end up with excessive alkalinity if you try to adjust pH in any way except aeration with air that has a lower (or higher) amount of CO2 in it.
