Can PH be controlled with.
PH probe monitored thru Apex, with a bottle of C02, connected to a regular that will release Co2 into the skimmer intake???

I would suppose that this is certainly possible, but, only if you are having chronic high PH values. Is this your problem?
 
I have never seen a tank where the pH runs too high unless it is using a lot of hydroxide alkalinity supplement and has inadequate aeration, or has installed a strong algae reactor, and again, has inadequate aeration.
