can I place it in a media bag then in sump sock will it work as good as a reactor?
IMO - no. It will be a passive treatment - speed of work depends solely on diffusion. A reactor allow a flow through the media - hence make the interface between media and water larger.

Like Lasse said, speed is the key. Once organics and stuff coat the GFO, it will no longer bind anything. I suggest a small amount in a reactor, changed nearly daily (or often) for best efficiency.

Too much GFO in a reactor can lower water levels of P VERY quickly and can stress some corals after a while, so use a small amount and go slow.
