That is really hot topic, if it was me I would pick something between 0.05 - 0.15 and try to keep that number stable.
Fluctuating especially sinking PO4 is detrimental to corals.

What is best way to bring them up a bit I have 40 gal tank
 
0 phosphates seem to be correlated with dinos, so it's never a good idea. But, what test kit are you using?
 
Turn off the skimmer for hours a day, don't change the water as often, and overfeed the fish. Man I hate giving this advice, it is so counterintuitive.

Just increase the number of times you feed them. The best way is to slow down on water changes. If your tank is new, you can get dinos easily since it tends to outcompete other algae when nutrients are low.

Feeding fish more can help or you can use any one of the PO4 additives like this:

thanks for eveyone who responded my clowns r doing good so I hope cleaning that rock even thou was not a good idea didnt hurt anything
 
The acceptability of undetectable phosphete depends on the kit and whether it can accurately read low levels.

IMO, I would not want phosphate below about 0.02 ppm, but many kits would read that as none.

I don't think most fish care what the phosphate level is. :)
