Phosguard and protein skimmer?

My tank has been up and running for about a month now. I used api quick start and I have in the tank. But I never saw any spike in levels. I have put matrix carbon in the filter. When should I turn on the skimmer and put in the phosguard?

I'd run the skimmer now, and add a phosphate binder when you think phosphate is an issue (which could be now).

Do you have a phosphate kit?

Yes and all levels are zero.
