Phosphate Help Needed

Hi

Ok so my tank reads 26 - 30 on a Hanna Phosphorus Checker 0.07 - 0.09
My Rowa reactor reads 3 0.009

If I turn the flow up through the reactor the reading goes up so I cant change that.
How do I get the reading down in the tank would I
A) Fill the reactor up (it's currently half full)
B) Add another reactor with the same flow, guessing this should bring the level down to between 13 - 15

Its got me a little confused unless its as simple as I stated above lol
I just thought with the reactor being so low it would eventually come down but ive tested every night and its been the same each day

Dont know what the math is here but
I checked the effluent flow and to achieve the zero out put I have to set the flow to 20 litres an hour. Tank is 800 litres approx

You need not have zero reading.

If the tank is 0.1 ppm, then 20 L per h at 0.05 ppm effluent accomplishes the same as 10 L per h at 0.00 ppm.
