On my API Phosphate Kit, 0.25 is next to 0, so is 0.25 safe or is it still high" I ask because of the brown algae all over the back wall of my aquarium, my snails keep the live rock clean as a whistle.
 
I use the same test kit. Even as it reads 0, its probably undetectable by the kit, you should try to lower them and get a yellow reading. The film algae on our glass should be more about lighting triggering it but not bad at all.
 
I would suggest to get a different test. I have used a few, but until recently the only true readings I have gotten are with a Hanna utl phosphors checker.
 
API seems to go from some to .25.
It's not a hazard , but just test a few times and get the po down a bit.
If thier not eating the brown stuf it just means they don't like it. Time to scrape and add a few different snails maybe.
