Phosphate problem

I have a phosphate problem in my 15 gallon tank just wondering if anyone has recommendation on what I can do to lower it I have a phosphate pad in the filter and have 2 maroon clowns and a baby fuzzy dwarf lion fish and a bubble tip anemone and do a 5 gallon water change every week but still hasnt dropped below a 5
