Phosphates high new aquarium upgrade

Moved tank over a week ago

we moved old water, added water, live rock, added caribsea life rock

new sand bed

seeing some brown algae growth on sandbed

use salifert tests, swear it seems like phosphates are 3
Could they have spiked that fast?

running gfo in filter sock of sump, undortunately not enough space in sump to get my media reactor in
