Phosphates seem high!

Started DT on 2/5/2017 with dried LR and ESV oolithic sand. We cycled tank with Microbacter 7 and damsels. When cycle seemed done, removed damsels....couple of days later added 3 green chromis from QT (did TTM). About 1 month later added small hippo tang (again TTM).
Added Torch, Goniopora, star polyps.
Just checked parameters: Salinity 1.028
Amm 0
Nitrite 0
Nitrate 0
Ph 8.2
Phos .56 (hanna checker)
The Phosphate is very high....right?
 
There is brown algae starting on top of the rock. A "tank maintenance" friend who helped me purchase equipment had me buy a phosban reactor. The media is NPX bio pellets which I have yet to put on tank. Should I use this?
