Phytoplankton lighting options

So I have a bicube 32 gallon I am cycling. In 6 months to a year I would like a mandarin, I have a place where I can get food trained, tank bred mandarins. I plan on setting up a 10 gallon tank to breed tisbe copepods. I also plan on culturing phytoplankton as well to feed both the tank and the pods. I will be culturing in a 2 liter bottle placed in a white bucket. I have 2 options for lighting as I would prefer to use what i have. I have a 15 watt flourescent fixture with an aquarium and plant bulb (would trade bulb for a 6500bulb) and I also have a incandescent fixture with a 60 watt "plant" bulb (it's just tinted blue, would also buy a new bulb.) Which of these would be preferable? Any options on replacement bulbs? Also I would appreciate any advise on culturing both phytoplankton and tisbe copepods
