Hi mate, just wanted to ask can I culture phytoplankton by just giving light and air without some sort of fertiliser ? Does it works ? Or any alternative ways?

Pretty sure the fertilizer is the food that the plant need to grow

Poseidon reef systems makes a great phyto tank setup. At the very least it can give you the info on how to start. I use their system and get this weekly
