Can someone please help me to identify this stuff and how do I remove it?

FWIW.....

Citric acid is better as it's been noted many times that vinegar can also weaken some platics which can cause magnets in pumps to swell and corrode.
 
I agree with coralline algea, and assuming it isn't growing where it effects the function of the pump I'd probably leave it. I think it looks better than the black plastic in the tank.
 
I also just found this on a rock. Is this bad or good?

bubble algae, bad - don't try to pop it b/c it'll just spread it. either take a tweezer tto pull it out completely, or get some emerald crabs

Funny you mention not popping them or they'll spread..... Yet you also mention emerald crabs.....

You do realize that emerald crabs pop them when they eat them?

lol yeah that does seem contradictory but the idea here is that the emerald crab can keep the population down even as it spreads - same way people use peppermints to keep aiptasia down since in theory when the pepps eat the aiptasia the spread will cause more aip spores to release to the water column - it's all about having enough "eaters" to check the growth of the "feeders".

just depends on how much bubble there is vs how many crabs. If its just those few in the pic probably easier to just remove.
