Like others have said, if you can hear him he's fine. And yes they can dig out if they get buried. They will tirelessly move sand all day, mine will spend a week on a tunnel then move onto another one.
All else being equal you will want deep enough sand to let him dig and do his thing. Out of everything in my tank if my shimp is out working with the goby by him, that's what people always comment on.
