Looks like it might be a Thomas’s striped pistol shrimp:

I’m pretty sure it’s a rock dwelling, non pairing type.
With that said, getting a proper ID is a total crap shoot without a clearer photo (not your fault, pistols generally don’t like getting their pic taken).
 
I've also seen what looks like black striped pistols called a Green Banded pistol shrimp (Alpheus parvirostris). I could never see green on them. Maybe the black is really a dark green. :-)

I think it saw me in the glass and did a quick dash to check me out then back under cover. It's only an inch long

Although at the moment he is one of the few hitchers and all I have for the moment
I know the pairing type don't cause any problems (at least none that I know of). For instance I don't think they cause issues with coral or other inhabitants. I can't speak for the non-pairing type other than don't try to pair them with a goby. I read a few horror stories on here. Hopefully someone with more knowledge can chime in. I love my pistol but he's the pairing type and only seems concerned with making sure the burrow he shares with his goby buddy is always kept immaculate. He's never done any harm.

As long as the fish are generally much bigger than it, pistol shrimp shouldnt go after any fish. But corals on sand is another story, for all pistol ime. Those little buggers will take your frag plugs and use them to help build their burrow lol so watch out for that
