Placement of flow meter for algae reactor

Where would you plumb a flow meter for an algae reactor: on the inflow or outflow? Does it matter?

The first things that jumps into my mind with a closed reactor would be on the in-flow, but it might be the same flow rate on either end since it's closed, and the water can't bypass around it.
