Will a bio pellet reactor and a good skimmer be enough to controll nutrients in a heavily stocked mixed reef tank , or should I still plan on a refugium with macro?

Sure, with high quality rock. Depends though on the skimmer I think.

My philosophy is the more export measures the better, as long as they are well applied.

With biopellets there's a good chance that your fuge will wither away and die pretty quick. Macro and biopellets don't do well together

Whatever equipment you decide on, it's a good idea to also adhere to proper husbandry practices. :)
