Planning TRITON sump.. water exits under baffle?

So I'm having a hard time planning my custom Triton sump. In most Triton sumps I see the water exiting the skimmer section UNDER the next baffle. The Triton method also recommends this set up.

How necessary is this and is there any evidence supporting this?

Personally I was say none and none. Mine goes under into the Skimmer chamber and over leaving the Skimmer chamber and I feel like it prevents and stagnant water locations.
