Please help ID this parasite on my fish

Please ID this. My yellow tank currently under quarantine with Hypo salinity of 1.008. It has been in Hypo for a month now but still have this parasite.

I used Herbtana with a bit more than recommended dose for almost 2 months in regular salinity doesn't help. Also it look bigger then ich that I have seen so far. each dot that you see is almost the size of tip of a ball point pen already. some of the dot look dark too. Also I can see some parasite just under the skin too. This fish is about 4 inches.

Herbtana wont eradicate ich. Only copper or CP medications will. This is why symptoms are still present. Still looks like ich to me. FWI, the ich parasite does borrow under the skin.

So I guess hypo salinity doesn’t work on this parasite

Hypo is an option but I don't prefer it as there is certain strains that are immune to hypo.
