Dont believe algae but rather a colony of tube worms , detritus and cryptic sponge which is thin and very typical to form in sump as all mentioned favor low light. A remedy would be sponge cleaning with a magic eraser ORIGINAL, not scented and also cerith snails or copepods will feast on this stuff
increasing flow in sump will help reduce chance of future appearance of these

The usual questions...
How long has the tank been set up?
What are your parameters?
What is your current maintenance schedule/process?
What is the airspeed velocity of an unladen swallow?
What is your light schedule?
What livestock (inverts/fish/coral) are in the tank?
