I cannot seem to figure out what kind of algae this is and how to get rid of it.

The tank is still a newborn and the diatoms are expected most of the time. Try to not add nutrients to the tank and the diatoms will starve to death. The GHA in my opinion is the more concern remove what you can a.s.a.p. do you have any fish in there? I couldnt see

No fish, Like you said tank is still a newborn. 37 gallon tall, going to be a seahorse tank. All that is in there is a sand sifting star, 2 tiger nassarius, and a zebra turbo. I just got a finger gorgonian, a montipora frag and a acan frag. I also have a 12oz bottle of copepods in there for about 2 weeks now.
 
How much flow do you have going in your tank?
I have a fluval G3 canister filter @365gph and an eFlux wave pump 660 running at full blast about 660 gph. i would say my flow is decent, I am planning on getting another 660 pump for the other side of the tank

I got it live from my LFS, I don't know what kind it is but here is a pic of the tank. I do think it is leaching Po4. My buddy has been telling me to just keep doing water changes and let it run its course.

Was it pure white when you got it?
 
it was off white, but it was live rock not dry.

Doesn't look cured in the picture. I would add a piece of live rock that has some coraline algae on it to seed your rock and tank.
 
how much light? measure with a lux or par meter. how long is it on?

seems too soon to have the lights on...IMO you're rushing it, given the bareness of your rock. looks like rock that was dead two weeks before you got it. needs more seeding and waiting time.

use your fingers to remove the hair algae and add more than one herbivore snail...one turbo will never cover that whole tank by himself....get a real crew with a half-dozen ceriths to begin with.

i'd donate the starfish to someone with a bigger tank or return him. you don't need any detritavores and he's too big even if you did. ;)

What do your nitrate and phosphate kits say? zeroes?
