Treat as you would ich using coppersafe or Copper Power at therapeutic level 2.25-2.5 For a FULL 30 days (do not interrupt this 30 day period) monitored by a reliable Copper Test kit such as Hanna Brand- No API brand. Also monitor Ammonia levels while in quarantine with a reliable test kit and add aeration during treatment using an air stone.

How long has it had these spots?
Is it showing any other symptoms?

He’s had them for a few months now. He is breathing heavy. He is the only fish showing these symptoms. It seems whatever it is is eating his flesh away.
Copper has not worked. Also fin and body cure has not worked.

Anything that long term is unlikely to be parasitic - fish parasites tend to grow in numbers until they overwhelm the fish. That said, the rapid breathing would typically be unrelated to any skin condition like this.
Can you post a video of the fish?
Visual diagnoses often just doesn't work. I would for example, take a quick skin sample and look at it under a microscope to see if I can further rule out parasites, protozoans or bacteria.
