Could be a sort of vermetid snail ... their shells are anchored to the substrate, but they secrete a "net" of mucous with which they capture floating food. They can be annoying to corals - and to reefers.

You guys are right ! Thought it was some type of bug ,but after your replies & a 2nd look .
