Please help my fish are acting strange

Hello, I recently just came back to my house and found my clownfish and mandarin goby at the top of the tank. The clownfish is alive but it is side ways and is swimming at the surface at the tank sideways. My mandarin goby is also at the top of the tank and continues to swim repeatedly in circles at the surface. My fish have never done this please help what is wrong with them. I also feed them just now but I don't know if they are acting that way because if the food

Gasping at the surface is often a sign of low oxygen. Its late at night but a water change and addition of air stone will help. Also a water test before water change- see what your ammonia and nitrate level is at.

The picture isn’t clear, but there seems to be some foam at the top of the tank. That can be a sign of something wrong with the water.

Is the water surface always dirty like that? There is a lot of dust floating on the water surface, a flat dirty surface like that cuts the gas exchange. Get some powerheads in there and aim them at the water surface to agitate it and help oxygenate the water, the water needs oxygen.

Oh no the top of the water is just food I accidentally overfeed them but the excess food is all cleared out my bad
 
How is the surface agitation in the tank? As mentioned, fish will usually be at the top like that if there is a low oxygen issue.
 
Please see the post for Jay above. In meantime please also post a picture of the full tank. Put in an airstone immediately if you can. Those are super useful to have around for situations like this.
