Please help! Sick clownfish

First timer here, 2 month old 10g (15lbs LR) nano with two young perculas. I'm setting up a 29g with a 10g sump as we speak. I've been fighting an ammonia spike for a few days now; the biofilter clearly isn't up to dealing with these two and I think I may be overfeeding.

Anyway, tonight one of my clowns is acting very strange. He ate a few hours ago. He spins in circles and bobs erratically. Ocasionally he goes to the waterline and takes a gulp of air, bobs vertically for a minute, then swims back down. He's currently rubbing himself all over the more dominate clown and it looks like they're kissing and cuddling, or like he's scratching himself on her, but he can't seem to keep himself upright for any length of time. She normally only ocasionally tolerates his precense, but now they're attached. It looks like she's encouraging the behavior. It's so weird!

Im assuming this is a swim bladder problem. I work in the morning and need to sleep soon, so Im going to leave him to fend for himself for the night, but I don't know what to do. Should I quarantine him and use some sort of medication? Should I move the LR and the fish to the 29 g as soon as its set up tomorrow, with all new water, and see if he improves?
 
Oh, and im dosing Prime tonight to maybe help em out until I get home tomorrow. Poor things. Clownfish husbandry is really kicking my butt.
 
How much are you feeding and how often? My clowns 'bobb' slightly when they swim. I'be noticed that nearly all species swim like that, atleast at my local store. What is Prime?
 
I would think 15lbs of cured live rock would be up to the bio load of two small clowns unless you are feeding a whole lot. You testing your water? That will tell you if its a parameter problem
