Just an update to close the thread, turns out the Apex Display had gone rouge.
During the trouble shooting exercise, the Display was the last module I plugged in and it was stuck on 1 screen.
Neptune Support had me try unplugging it, start module update on it, plug in during update and see if it came back to life. After that test, the Display went completely dead, no power.
It is 7 months old, so I am sending it in.
