I just bought this Powder Blue Tang and it has some bubbles on one side of his head along the gills.

I didn't buy like that, he developed it over one week. He stopped eating , swimming slow and twitching periodically. Also breathing fast.
 
Ive had gas bubble disease in gold fish that presented similarly. Ive never seen in marine fish but im also not an expert
 
Anywhere else on the body? You said it developed over a week - Increasing numbers of spots or it suddenly appeared one day?

Could be flukes if it was more of a phased onset. A bit tough to tell but for the location, labored breathing and lethargy and that neobenedenia melleni is pretty common on tangs. Could try a freshwater dip to confirm, if you see spots falling off then it’s flukes.
 
I agree, I’d start with a freshwater dip to rule out flukes. Conduct in a dark bucket with temperature matched to the tankwater (I am stumped)

I also would start with a freshwater dip. I'd like to know if the tang is currently in QT and if he's currently being treated with copper or CP?

do the freshwater dip and report back. Here is a video I did on how and what to look for.
 
Tang is in QT and I have been treating it with paraguard. Spots appeared all at the same time one day. No where else on the body just there.
 
I'm seeing other dots on the fish's body and fins. It's hard to tell if it's just debris in the water, but I see faint dots on the fins. If I were you, I'd remove the paraguard and start treating with copper or CP after the freshwater dip.
